confusing to have the message split between subject and body. My
first thought when I read your message was "so why's he telling the
world?" - then I saw the actual question in the subject line.

Anyway, to answer your (hidden) question: yes, all operators of
vessels under 4 metres in length equipped with a motor need a PCOC.

Isnt it required by SEPT 2009 for boaters 12 foot and over? I was under the
impression it was Seadoos/etc that needed it now and 20 somethings and
younger.

That web page says:

"September 15, 2002 - Now in effect
All operators of power driven pleasure craft under 4m, includes PWCs."

Note that it says "includes PWCs", not just "PWCs", so any person
operating _any_ power-driven vessel under 4 metres (~13 ft) currently
needs a PCOC. I need a PCOC to operate my 8 ft dinghy which has a 5
hp outboard, but won't need one to operate the big boat (31 ft, big
Cummins diesel engine) until Sept 2009.

To add a further twist, a rental boat is exempt provided that operator
training has taken place. This would fall into an interesting gray area
since the boat isn't exactly rental per se, and it's not likely any
instructions were given on safe operation and handling. Interesting loop
hole none-the-less.
