What are the basic first things a person should do if they're
interested in getting manmade play features added to their city's
river? Raise money to bring in a consultant? If so, what sort of
consultant? Get people to sign a petition? Look for funding?

Any advice, anyone?!

My friend George Parr designs white water courses he did the one in
Nottingham UK any years ago and was my Hydraulics lecturer at
University, he is now retired but works as a consultant for people
wanting to design courses - mind you he would not be cheap as you would
have to fly him from the UK and he may not want to go to George Bush's
cashtocracy!

I used to have several links about artificial whitewater courses, but
fail to locate them now. I know that there was a group of pretty
enthousiastic U.S. paddlers who collected everything that had to do with
artifical courses. Maybe ask around on Boatertalk.com, I think that's
where they used to hang out?

Probably the first thing to do is get a consensus going that the
citizens want their river monkeyed with.
