I have a 92 Kawasaki 750ss Jetski that is very difficult to start cold. The
only way to get it started is to take the spark plug out and pour some fuel
in the cylinder. Once it is started, it runs great and starts easily after
running for a few minutes. Any suggestions on what would cause this. I
have replaced the plug and the fuel is fresh. I have also verified that the
choke is working.

Check your gascap for a torn gasket, check the fuel tank check valve.
Sometimes when they age they will get harder to start. For those
units, put a primer kit and get rid of the choke. A primer pumps raw
fuel down the throat of the carb. It also will save wear and tear on
your battery and starter.
