It is probably so equipped, especially if it has electric start.
As to wether it works or not, you will need to test it to be sure.
There should be two connections points for a battery, and they will
be the largest wires on the engine. Red is positive, and black is
negative as a rule.
Connect a battery and start it to see if that part works. If you
measure the battery voltage before and after starting, you should
see about a volt increase in battery voltage if it is charging well,
as a rough indication.
The running lights should btighten up a little after starting, if
you do not have a test meter.
As to wether it is charging properly, long term monitoring of
battery starting performance may be a good enough indication.
Most such charging circuits are intended to run nav lights and
maintain battery charge.
An ammeter connected in the positive wire might make you feel more
