SCREAMING JOHNSON 88spl 1990

I have a Johnson 88SPL 1990.
When you turn the key to shut the motor off - the motor stays running
and slowly goes to full throttle.
I have to quickly pull off the fuel line prior to shutting the motor
off so it starves and stops running.

Does anyone have a suggestion what to look for that is going wrong ???

What happens if you try this while in forward? Try it out in the middle
of the lake...

Try to choke it to turn it off.

It sounds like there may be a few issues at play here. How did it start
happening?
