It sounds like the top oil seal, As long as there is no water in there I would live with it.
Yes it is something you can do yourself but if you are not used to taking things apart and re assembling them I would take it to an outboard shop. If you do it yourself don't be tempted to poke bits of wire into the jets to clean them (you will trash them instead), use paintbrush bristle only or just blow out.
